Explanation: Budget Cuts

Presidential Administration: Trump Administration (Second)

On April 3, 2026, the White House Office of Management and Budget (OMB) released the Trump administration’s proposed budget for fiscal year (FY) 2027. The proposal would cut $1.6 billion in funding for the National Oceanic and Atmospheric Administration (NOAA) for climate research and education grants, which it says “have consistently funded efforts to radicalize students against markets, promote DEI, and spread baseless environmental alarm. ”

The Ocean Conservancy, a nonprofit environmental advocacy group that previously received NOAA educational grants, is specifically named in the proposal as an organization “that push[es] agendas harmful to America’s fishing industries.” The organization has said that “[s]lashing NOAA’s budget would weaken weather forecasting, disrupt fisheries management and stall ocean research—putting American lives, livelihoods, and global scientific leadership at risk.”
